Dunno about the development environment though…

I’m currently using a gcc based system for STM32s using the ST libraries
and a friend’s build system
that allows building projects via kconfig interface for selecting
peripherals, libraries and stuff like that.

It shouldn’t be too difficult to do something similar, or just use gcc and
make if you don’t care too much
about the peripheral libraries.

As a note, most of the core functionality is now specified by CMSIS and
thus there is a standard library
interface to the Cortex-M3 standard peripherals such as the NVIC, Exception
vectors and the integrated
timer.
