You can test if the start cap is the problem by spinning the motor up by

The motor windings have gone short. Just out of curiosity measure the
winding resistance. There should be something like 30 ohms for a decent
motor and about 2 ohms for one that has died.

Yeah thats what I suspect. Going to get a quote for rewinding it, but
