at some point in the near future I may need to source around 25m of
addressable, waterproof, RGB leds - does anyone have any recommendations
for a supplier and a suitable dev board that plays nicely with them?

I seem to be singing their praises, but the closest I know of to what your
after is neopixels, their not addressable per-say they act as a massive
shift register, and there are arduino libraries to play nice with them, i
got a splash resistant strip from ebay, though the price has jumped as of
late,
it depends on what kind of density you are after.
An alternative is a strip like below (again ebay)

I can’t attest to their ease of use but they offer the addressability you

It would be easier to advise if we knew WHAT you actually wanted to do, do

Thanks Nathan,
they’ll be used to highlight a frame - think vehicle-sized, so it’ll
probably be useful to be able to cut the strip. Control is probably
slightly more important than density, but I’d like to have at least 20
LEDs/m.

I bought mine direct from china via Ali Baba…the price was much cheaper
and they arrived in three days.
